Add filters to project list

The current project list UI does not support filtering, so for installations with many projects I have to paginate through to find a particular project or search for it. Would like to have a filter field (similar to the filters used on the Users admin screen).

The project admin screen is better since it is not paginated (and I can use the browser's text search), but it could also benefit from a filter field.
