The Smart Commit command "+review" tells FishEye to create a new review in the project specified with the content of the changeset. The review will be in a draft state unless the project has default reviewers or reviewers are explicitly mentioned.

It would be useful to be able to start a review that is in Draft state via a Smart Commit at a later date after it has been creating.
