The action dialog doesn't reload the actions when the review author reload the review

User A and B, Review R.
A is the author,
B is the reviewer

When
B complete the review.
A refresh the review by adding new content

Expecting
The button of "uncomplete" will become "complete" on the review header after B reload R.
At the same time, the action dialog should also have an action call complete instead of uncomplete.

the action dialog does not refresh "uncomplete" to "complete".
