We coudn't change charset to windows-1251 on our main repository

Hi guys !!!
I'm from Sberbank-CIB and now we are using your code review system - Crucible.

We had tested your system on small repositories and hadn't got any problems.

But when we create link for our main repository (more then 400 Mb) we have a problem. All our comments in russian displayed as unreadable characters. This problem solves when we make a commit on some of scripts, but it's imposible to recommit all scripts in our main repository.

I've changed repository option "charset" on windows-1251 and reindexed FishEye repository, but it don't solve my problem.

When I change this option in our small repository, it solved our problem with unreadable characters.

Please Help us, It's a stopper task in integrating your code review system in our process.
