Should return avatar from external server if configured

Currently crucible/avatar/username will always return avatar from internal database. Even if Crucible is configured to use an external avatar provider.

/avatar/username is the only place to ask for avatar for any random user, it's worth fixing it to return the same avatar that REST is returning.
