Deleting and recreating projects with keys which differ only in case can cause NonUniqueResultException on Viewing Review

1. Create a Project with the Key "Foo"
2. Create a Review in Foo
3. Delete the Project Foo, moving the Reviews to "CR"
4. Create a Project with the Key "FoO"
5. Try to create a Review in "FoO"

We should ensure that review sequence numbers within a project do not duplicate those in dleted projects which have the same (case insensitive) key.
