Optimize number of database queries for Crucible instances with Many Projects and Permission Schemes

      If crucible is configured with many Projects, and Permission Schemes, then when loading the list of projects a particular user has permission to create reviews in, Crucible can perform many many separate database queries.

      This can cause extreme slowness during the review creation process, especially page load times of pages containing a list of projects. e.g. Edit Details.

      The slowness is made worse when the database server is not on the same network or machine as the Crucible instance, due to the chattiness of Crucible to the SQL Database.
