Crucible Project Repository Link is Broken if Leading Slash Is Omitted

In Crucible when adding a repository to a project with defined paths the links on the projects are broken if the leading slash is omitted.

Steps to reproduce:

1. Go to Administration > Project Settings > Projects and select "Edit" under FishEye Content for a project.
2. Add a repository and define a path without a leading slash.
3. Go to Projects and select the edited project.
4. Check the link for the associated repository.
