Send notifications for replies to comments even if the user is not in the review

You can set your permission scheme to allow allLoggedInUsers to be able to comment on reviews.

Currently though, they will not receive emails for comments on the review, even if they are direct replies.

We should:

• send notifications to all users in the parent comment stack, even if they are not participants in the review
• change the agile permission scheme to allow all logged in users to comment on reviews
