IIC Plugin makes unneeded AJAX requests on pages other than the review page

Plugin makes unneeded (and incorrect) AJAX requests due to plugin javascript being included on all pages. For example. the add revisions page has a review object but does not know the review ID in the javascript model, so it requests linked issue details for an undefined review id.

These requests only need to be made on the review page. We should either be not including the IIC javascript in other pages, or doing a check in the IIC JS that the page being viewed is the review page before making the request.
