Moderator should be able to edit/delete comments and create issues

      Scenario:
      A code review is created and sent out to the reviewers. One of the reviewers, during his review, enters comments, marks them as Defects, and chooses Rankings and Classifications.

      Next, during peer review (where reviewers are gathered) run by the Moderator everyone's comments are reviewed/discussed. In discussion it may be agreed that some of the comments marked as defects in fact should not be defects, but only valid comments, and others that should indeed be defects are improperly Ranked & Classified, or don't have a JIRA issue created for them yet.

      Nowadays, only the reviewer that entered the comment can modify it (change defect ranking / classification) and create JIRA issues based on this comment. What if the reviewer leaves the company?

      Suggestion:
      The review Author and/or Moderator should also be able to edit (mark / unmark comments as defects, change defect rankings and classifications), to delete comments, and to create JIRA issues based on another person's comments.
