I came across Gerrit Code Review recently and loved the idea. Sadly is only for it repositories. Mercurial support shouldn't be too different. Subversion is still possible but seems pretty hard on CVS.

I've been able to use a plug-in with SVN hooks, but the Gerrit Code Review looks to me like an stronger approach.
