Set default repository needs read access for fisheye-administrator

When adding a crucible project, the "administrative" user needs read access to the fisheye repository itself (typically via "fisheye-administrator" group")

If "admin user" is not entitled in any group with at least read permissions for the repository, you can't select it from the list and therfor are not able to set the correct "default repository" for the new Crucible project.
