In a Review containing a single Attachment, the 'Go to next element' button causes an infinite Javascript loop

Create a review with a single attachment and a general comment.

Click the 'Go to next element' button while on the general comment, and your browser will hang.

The culprit is the while loop in getPredictedFrxsToLoad.
