Convert existing mappings to use UAL links

Create a listener for the jira startup event, and loop through all fisheye instances that use basic auth, and change them over to use UAL basic auth.

if time permits, add a banner/notification message to the UI (may be in the admin) to warn that BASIC auth is converted to UAL BASIC auth.
