Add Content to Review: Ordering of changesets flips after clicking "Earlier Changeset" then "Later Changeset"

When the Add Content to Review dialog appears, the ordering of changesets is (top to bottom) newest to oldest. Clicking "Earlier Changesets" takes me to the previous page with the same ordering. CLicking on "Later Changesets" takes me to the original page but with the ordering now oldest to newest.
