UTF8 file with BOM shows up as binary

    Description

      Whenever I upload a .aspx file (using the upload file interface, NOT any kind of source control repository) that contains the UTF8 byte order mark Crucible says the file is binary. I can upload a .aspx file without the BOM and it works fine.
