This feature allows file revisions to be stored in Crucible, so that items in reviews are independent of the original source.

These will optionally be created during the process of creating a review from Light SCM revisions, or independently as a stand-alone review, similar to a patch review but created from one or two files instead of a diff.

The LightSCM feature will not depend on Stored FRXs, although some light SCM providers will certainly use them.
