Cannot Configure OAuth with Crucible Admin User

On a stock installation of Crucible (or Fisheye) the default "Admin" user cannot edit any OAuth settings. When the Admin user clicks on the Open Authentication (OAuth) in the Administration screen they're presented with the login screen with a Username/Password.

As a workaround you can give a user Administration privileges and login with that user, which will allow OAuth configuration.
