pre-commit patches reviews don't work

Uploading a patch to do a pre-commit review doesn't work. I tried using both IDEA-generated diffs and svn-generated diffs.

You can see from the screenshot that what is being drawn on the screen is not what the patch represents. All the context has been lost, the line numbers are wrong, etc.
