Create Admin permission instead of global admin user

Managing projects is a real pain. And it seems disjointed to have a rich permissions set for the reviews themselves with roles, but to not have an administrative role.

There should be an admin role that you could potentially link to users/groups so you can allow updating of projects, etc. from within Crucible without using a global administrator login and a separate UI.
