REST addFile service creates duplicate files when uploading a file with the same name twice

      If you upload a file via rest to rest-service/reviews-v1/CR-1/addFile and subsequently modify the file and upload it again, a new file is added to the review.

      If you do this via the crucible UI, it will be added as a new revision on the existing file.

      The screenshot above shows upgrade_0.sql was uploaded via REST and upload_36.sql was uploaded via the crucible UI. The REST API should have the same behaviour.
