Steps
1. Have two projects: A (with no default reviewers) and B (with default reviewers)
2. Create a blank review in project A
3. In the Edit Details dialog, change the project to B

Expected
The default reviewers for project B should be added – possibly the moderator, too (though might be annoying if you specifically selected someone else you had in mind and it reverts it)

Actual
The default reviewers/mod from project B are not added (in some manner) to the review.

Starting the review after doing this means that the default reviews/mod for project B are not part of the review.
