When changing the project while editing the summary of a new review, it isn't clear that default reviewers are going to be added. If no reviewers have been set yet in the summary, the default reviewers should be shown immediately after selecting a new project. If reviewers have been set (because you scrolled through projects, but not manually edited), the reviewers should be changed. If reviewers have been manually entered, it should ask if you want to use the default reviewers. Without this, having default reviewers is nice, but since they don't show before you finish creating the review, they're not as useful.
