Steps to reproduce:
1. Create a user with Chinese character (e.g. user (华语))
2. Navigate to Reviews -> Reports
The username with Chinese character will be displayed as question mark in Reviews -> Reports page. Please see the [screenshot|screenshot.JPG]. There is no problem with other pages. The problem just lies on this particular report page.
