We'd like to send a one-off msg to a mailing list (or individual users, either way works) when a new review is started. This is to invite them to join the review if they're interested. BUT – we don't want to continue sending msg after msg to that address as comments are added to the review.

Is there any way to do this now? If not, please add! Thanks!
