Issue Summary

In the "Setting" tab in Profile window, there is a setting for the keyboard shortcuts enablement. However, the label string "Keyboard Shortcuts" for its checkbox is missing.
The string existed until Confluence 8.5.4 and 8.7.1, but disappeared after them.

Steps to Reproduce

1. Open the general user settings by following this document
2. Check the item below "Time zone"

Expected Results

The label string "Keyboard Shortcuts" exists below the string "Time zone".

Actual Results

The label string "Keyboard Shortcuts" didn't exist below the string "Time zone"

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
