Allow Admins to Disable "Check out what changed" and "Welcome to Confluence" Popups

      Issue Summary

      Typically after adding a new user or upgrading Confluence, users will be presented with a popup. These popups contains a summary of what's new in Confluence or with introduction details. Some administrators prefer that this page is not displayed to users.

      This was something that could be disabled previously but no longer works with Confluence 9.X:

      Workaround

      Add the below property in <installation-directory>/bin/setenv.sh(setenv.bat in Windows) and Restart Confleunce
