As noted in the Styling Confluence with CSS documentation, custom CSS styles do not apply to Admin screens. 

Custom CSS does not apply to Admin screens

Any CSS styling applied to your site will not be applied to the Administration console. This is to ensure changes to CSS do not prevent administrators from accessing Admin functions in future.

This is a protective measure; however, it would be beneficial if Confluence Administrators could choose whether to apply the same styles to the Admin screens.
