      Issue Summary

      Color alone is used to distinguish "Organization chart", "Project assignment directory", and so on links.

      Steps to Reproduce

      1. Open the "Home" page.
      2. Inline links are styled with a blue color to distinguish them from surrounding text

      Actual Results

      Both links use a blue color (#0052CC) that meets WCAG 2.1 color contrast requirements against the background.
      However, the links do not have an underline or any additional visual affordance apart from color.
      This will make it difficult for low-vision users and those with color blindness to distinguish the links within the block of text.

      Expected Results

      While color contrast passes, links should include a secondary visual indicator (e.g., underline) to meet accessibility best practices.
      According to WCAG 2.1 Success Criterion 1.4.1 (Use of Color), color alone should not be used to convey actionable content.
      The links should be underlined by default or styled in a way that clearly distinguishes them from surrounding text for all users, including those with color vision deficiencies.
