Issue Summary

The create button is smaller now, unnamed for either Anonymous users with view access and/or authenticated users with only view access in a space.

This is reproducible on Data Center: (yes) 

Steps to Reproduce

On Confluence

• Login as admin
• Go to General Configuration > Global Permissions > Edit Permissions and enable can use for Anonymous Access and save the changes. Alternatively, you can use an authenticated user who only has view access in a space.
• Go to any space and click on space tools
• Go to permissions and click on edit permissions
• For Anonymous Access deselect all the checkboxes and only keep the view selected and save the changes. Or, make sure the authenticated user you're testing with only has view access.

As an Anonymous user

• Now logout from Confluence and click on the Confluence logo at the top left corner
  After clicking you will land on #all-updates page
• Now go to any page from the space that we edited earlier providing view privileges for Anonymous Access
• It's observed that the create page button just becomes a dark blue square box and there is nothing mentioned on the box unless we click on the box

As an Authenticated user

• Now go to any page from the space that we edited earlier providing view privileges
• It's observed that the "Create" page button just becomes a dark blue square box and there is nothing mentioned on the box unless we click on the box

Expected Results

The create page button just becomes a dark blue square box and there is nothing mentioned on the box unless we click on the box

Actual Results

The create button should be visible as it used to be on Confluence v8.5.12

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
