Context
A Confluence Admin may have internal and external users. Take for example, a coding bootcamp.
- Internal users = curriculum developers building the curriculum
- External users = students
Curriculum developers want to share a Confluence page with coding activities for each student to complete individually.
- The Admin doesn't want the students to have access to the entire Confluence, just the pages with coding activities. This can be solved with the feature to share view-only Confluence pages. This is existing Confluence functionality.
- However, the curriculum developers also want their students to be able to make a copy of the Confluence page so the students can write notes within the page itself. This is not possible today since the publicly available Confluence pages are view-only.
User Story
As an external user with access to a publicly available Confluence page, help me to create a copy of the public Confluence page, so that I can edit the page to my liking without impacting other users using the same page.

As a student with access to my bootcamp's publicly available Confluence page with Python activities, help me to create a copy of the page, so that I can write any scratch work in the document itself without affecting other users.
