This is reproducible on Data Center: yes

Steps to Reproduce

1. Create a new Global Page Template and add Instructional Text
2. Save the template and create a new page with it.

Expected Results

The background of the text should be gray, for clarity that it's instructional text, seen below in 8.9.5.

Actual Results

The background color has been removed.  The text is only italicized.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
