Issue Summary

Create button on the top menu and the three dots next to it are not displayed when users navigate to a space link where they do not have view permission.

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Create a space "space1" as user1 
2. Create a user 'user2'
3. change permissions on space1 and make sure there are no view/edit permissions for user2 on space1 
4. Now navigate the space1 URL : https://XXXX.com/display/SPACE1

Expected Results

We should be able to see top menu options without any issues, example:

However, we do not see the create button and button with 3 dots does not have any display on it, we are only seeing a blue empty button .

Currently there is no known workaround for this behavior. A workaround will be added here when available
