Issue Summary

As per  Edit a Space's Color Scheme, customising Top Bar Menu Selected Text will change the color of the text of the menu item when the cursor is hovered over it. Currently the color only changes when the menu item is clicked.

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Install confluence 9.0.1
2. Go to Administration     > General Configuration
3. Choose Color Scheme
4. Choose Select next to a scheme listed under Custom Color Scheme (if not already selected)
5. Choose Edit
6. Choose any color for the Top Bar Menu Selected Text 

Expected Results

As per  Edit a Space's Color Scheme, changing the color of the Top Bar Menu Selected Text will effect when the cursor is hovered over

Actual Results

The color only changes when the item is clicked
