Text formatting breaks when formatted text includes smart quotes Part2

      This issue was discovered in CSP-12463.

      I believe it also the same as the linked Issue.

      Steps to reproduce

      1) Copy in the smart quotes from the attached doc.
      2) Add text around them.
      3) Try and bold the text by placing *\ * around them then save.

      The formatting does not work properly.
