Anonymous 'View' space permission disappears when the last 'Individual' space permissions are removed

      Steps to reproduce:
      1. Go to a space which has permissions assigned only to groups.
      2. Grant all permissions to an individual user (e.g. yourself), and grant 'View' permission to 'Anonymous'. Save your changes.
      3. Remove all permissions from the individual user. Save your changes.
      4. The 'View' permission for 'Anonymous' disappears.
