Issue Summary
When a user links to a Blog Post comment, the link will redirect them to the comment section, however, it will not focus on the specific comment (highlighted by a blue background) nor will it bring the comment to the top of the screen, as seen on regular page comments.
This issue only happens on blog posts and not pages. When comparing the URL format of the comment link between blog posts (not working as expected) and pages (working as expected), we can see that they use different formats and it seems that the blog posts comment links have an extra ampersand unicode (&).

Removing the extra ampersand Unicode from the URL does produce the correct behavior.

Steps to Reproduce
- Create a new blog post and add several different comments to it
- Go to the comment you wish to link to
- Choose the Date at the bottom of the comment and examine the URL
- Copy the URL and open it in a new tab
Expected Results
The user is taken to the specific comment, which will be highlighted with a light blue background
Actual Results
The user is taken to the comment section, but the specific comment is not highlighted.
Removing the ampersand unicode (not the actual ampersand symbol) produces the correct results:

Manually remove the extra ampersand unicode from the URL.
