Certain special characters in web links don't work and break the link.

Issue Summary

adding special characters '#' and '-' to web links causes the weblink to break

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Add a page.
2. Select an blank page.
3. Click in Link, then Web Link.
   Type a link with a # or - character, for example,

   #mailto:testmail@testmail.com
   

   In the link text field, type: test.

Then, click insert, save the page, and try to click on the link.
You'll see that is broken.
