System property "upm.plugin.upload.enabled" was back-ported to 8.5.7 and 7.19.20

Steps to Reproduce

• The release notes for confluence 8.5.7 https://confluence.atlassian.com/doc/issues-resolved-in-8-5-7-1369276869.html should have link to the corresponding https://confluence.atlassian.com/conf85/managing-system-and-marketplace-apps-1283360882.html.

Expected Results

The release notes should have link to or mention about the system property.

Actual Results

The release notes doesn't have link to or mention about the system property. There is separate page for it.
