Add support for on premise S3 object storage services

      Since Confluence v8.1, Confluence supports Cloud Object Storage - Amazon S3.  Check out the Release notes for more info. 

      However, the on-premise S3 object storage services are still unsupported. 

      Suggested Solution

      Implement a solution for on-premise S3 object storage services such as Amazon S3 on Outposts
