Some links in notification mail are in the language of the user who edited the page

      I have a watch on a Confluence space. My "preferred language" setting is English. The instance's default locale/language is English.
      Another user added a page to that space. His "preferred language" setting is German.

      The email notification I received was entirely in English except the "Add Comment" and "Change Notification Preferences" links, which appeared in German.
