Mismatch in People Search: Inactive users are not displayed, but show up in the summary line

    Description

      Found while debugging a failing test.

      If your search includes inactive users (e.g. that have no roles), then they are not displayed in the list result, which is correct. However, the summary line "found X users" does include those inactive users. So you can have the result of no users getting displayed, but the summary line claiming there is one user.
