If global permission is set to not allow anyone to have personal spaces, confluence-administrators should not be presented with opportunity to create personal space in their profile

      If global permission is set to not allow anyone to have personal spaces, confluence-administrators should not be presented with opportunity to create personal space, which is currently showing up in a blue info box on their profile page and in a "Create Personal Space" link to the right on their profile page.

      In global configuration the permission to create a personal space is revoked, so it would appear this is a bug.
