Problem Definition

If a user restricts the home page of a space, the space administrator will get a Not Permitted screen when accessing this page; this prevents the admin of navigating to the space tools and removing the restrictions that were applied.

Suggested Solution

If the user is a space admin, let the space tools button be visible in the Not Permitted screen so that they can remove the restrictions being applied, if needed.

Why this is important

If the space administrators are not also site administrators, they can't remove the restrictions through the workaround (see option below). This will lead them to be locked out of the space until a site administrator or a user who has access to the restricted page removes the restriction.

Workaround

Navigate to Confluence's >> General Configuration >> Space Permissions and click on the Manage Permissions option of the affected space;
