Issue Summary

Windows OS is preventing the Confluence official installer file from being installed.Microsoft Defender SmartScreen prevents the installation.

This is reproducible on Data Center: (yes)

Steps to Reproduce

Download the Confluence installer.
Run it.

Tested on

Windows Server 2019
Windows Server 2022.

Expected Results

Confluence installation should continue without any warning blockers.

Actual Results

Pop up screen appears showing the publisher as Unknown publisher

Workaround

Can click on "Run anyway" to continue with the installation.
Once you proceed further there are no more blockers observed.
