I have reproduced this bug on my local test instance.
Steps for reproducing this problem:
1) Ensure that the "Anonymous" access has been enabled for the space and a few permissions have been assigned to this user.
2) Remove the "View" permission of an "Individual User" - this will cause this individual user to be removed from the list of "Individual Users"
3) Save All
Notice that all permissions assigned to the "Anonymous" user are lost.
I've tried this on Firefox 2.0.0.6 and the customer who has reported this problem has also been able to reproduce it on Safari 2.0.4.
