404 Action doesn't get User Information

      The FourOhFour action does not have access to the current user.

      This was found when trying to implement CONF-9194.

      For some reason the action that processes the 404 results does not have access to the currently logged in user. We suspect its because the request is not going through the correct filter chain and the thread local is not being set.
