Issue Summary

Drag table boarder line to left (decrease width) is not working in Chrome.

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Access your confluence from Chrome
2. Have a page with a big table (for example, with over 300 rows and 10 columns and lots of texts, the trigger condition is not yet clear )
3. Edit the page
4. Drag a boarder line between columns to left to decrease the width

Expected Results

It is working (the width get decreased)

Actual Results

It is not working (no change)

Workaround

Instead of Chrome, using Firefox can avoid this
