Issue Summary

Database queries that are related to labels can lead to slowness and performance problems in Confluence if we have many of those being used in Confluence pages.

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Setup a Confluence instance;
2. Add a label to 1000 pages;
3. Add a separate label to the same 1000 pages;
4. Click the link of the label to view its pages and its related labels;

Expected Results

When searching for pages that have a specific label, those should be returned quickly, without a performance problem;

Actual Results

The database queries will take a long time to load, leading to the page loading slower than expected;

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
